Like… is there an excuse in this game? For why are they gone in the following part of the story?
Something to do with Marcus that is never elaborated, and even asks that you don’t elaborate for the sake of your own safety.

Mhh, I can only remember that they found a excuse for the reason no cryo weapons exist in BL2 - some accident with Marcus and a straw, that never shall be mentioned again and which caused the Southern Shelfs to be frozen in the first place.
Maybe theres another reference/explanation for the absence of laser weapons in the TellTale games?
Cryo not being in BL2 has to do with the atmosphere, or something similar to that.
