Anyway I found yesterday a lv. 16 Incendiary Nasty Surprise in a stalker pile outside Wildlife Exploitation Preserve. I’m still surprised and it is no doubt the rarest item I have ever got because it was on normal mode, single player and from such a ridiculous source. In TVHM and UVHM is easier to get legendaries so the lower levels are really really lucky
