I’m currently farming Doc Mercy for the Infinity pistol (yes, I actually like the infinity + Bee combo) but he seems to be bugged for me. I have gotten five Infinity guns but they’ve all been level 72 and I play at OP2. Not one has ever been higher than 72 and I’m starting to think he’s bugged for me. My mate’s also OP2 and he got an infinity at OP2.
Is it just pure luck, or what?

Mercy got fixed a long while ago.
All enemies drop gear five levels around their level (some bosses have a higher level but drop gear as if they were on a lower level), in UVHM it is always around your level. Them being 72 doesn’t necessarily mean they drop 72 stuff.
In works like this: Let’s say you are farming Doc Mercy at Level 70. This means the stuff he drops, including the Infinity, can be 68 to 72, a five level difference.
At Level Cap things change a bit. He now has a chance to drop stuff from 70 to 72. This DOESN’T mean you are more likely to receive 72 stuff, it’s still just 1/3 unfortunately.
The same applies to OP Levels but a bit differently. The Level Cap is now whatever you set the game to, in this case OP2. At best he can drop OP2 stuff, at worst 72. Even if you have OP2 unlocked but play on 72 you still won’t be able to get any OP gear.
It is unfortunately bad RNG indeed. Very frustrating.
Raid bosses always drop gear on the right level. This also includes the pseudo-raids (Warrior, BNK-3R and Handsome Sorcerer).
