Every time I get an infinity from mercy it’s never elemental and low level is this strange?
I know I’m only lvl 23 but i usually get the rapid lvl8 infinity

All bosses and missions remain at their specified level, both in NVHM and TVHM, until you’ve finished the main story in TVHM. After that, everything scales to level 50. In UVHM, everything is scaled to the level of the highest leveled player in the group.
Bosses drop gear around their level, not yours. In Normal Mode their drops will always remain the same levels except in areas that scale with your story progress (The Dust for example). Doc Mercy is a very early mini-boss so his level and his drops will be low.
In TVHM it is the same until you beat it which causes all enemies to level to around 50 which allows you to get gear from 48 to 50.
In UVHM they will always be leveled to you (although the minimum is 50) and as a result the same happens for their drops.
Also, the Infinity is one the few Legendaries which aren’t of Legendary quality. This means they have a smaller chance of having an accessory (Legendaries normally always come with one with a few exceptions) and element making it very troublesome to farm.
