Phasegrasp/Terror Skulls Anoint Busted?

I have a grenade with the “Amara shoots terror skulls at phasegrasped target” anoint…yet I don’t see ANY skulls while phasegrasping? Does this anoint actually work? Has anyone even seen it in action (b/c I haven’t)??

You need to be under Terror.
