What made it special was the ability to spawn extra projectiles with certain guns 
hm, honestly I thought it always spawned extra elemental projectiles. Just adding the base elemental damage without the extra projectiles and the corresponding weapon damage stacked with it completely thrashes elemental usefulness.
Also - Does the effect the Banjo as well? Didn’t the 20% to spawn shock actually spawn shock projectiles not just base shock?

Conductor will be fine for the same reason Executor is… It boosts GM and you can practically have kill skills up permanently.
The Banjo is intended to work this way and is not a bonus element added to other damage sources.
