Skip a row on skill tree

How is that possible?
I always need unlock a skill 5/5 at previous row but some people are sharing screenshots with a previous row grayed.

if you got enough points spent before that row
in this game its all about points
not rows

It takes 5 points to unlock the next row so, if you spend 10 points on row 1 then row 3 will unlock.

Class mods auto unlock whatever skill points they have. You can’t add further skill points to that tier/skill unless you have the appropriate points invested prior to the class mod. Lol, its early AM but I think I make sense!
