As far as I know - they are unlimited.
For good XP farm - Graveward. Fast to kill , easy to repeat . Also drops a lot of items.
I think , any boss will work , if you can kill it fast enough.

doesnt each bonus max at 15%?
Why did they decide to cap it so low considering how high the Badass Rank’s stat bonuses could go in 2?

I think the claptrap cave in DLC1 is supposed to be a good XP farm, though I haven’t noticed a huge difference than boss farming. The big difference though is the claptrap cave will spawn cartels and when they do you can sometimes just sit there and watch them fight it out, which is amusing.

There so much chaos when they spawn there I never noticed that…that is funny as hell
Probably because some folks were able to somehow boost their badass rank to silly levels on bl2 (my boy did this to my dismay).
Just hazarding a guess there though.
As for farms for xp, the claptrap farm is great as the wee claptrap are killed very quickly yet seem to give a bloody lot of xp each.
I was able to get my boosts pretty damn high and it didn’t really make a game breaking difference at all on UVHM. Having the incentive of continuing to increase the badass ranks boosts added vast replayability. Not only does the 15% guardian rank cap feel underwhelming, but it also takes away from potential replayability
