In an attempt to get shock splash damage on myself to feed my Transformer shield I put 1 point into Arms Deal hoping that I could take a shock weapon without splash damage and give it splash damage. It doesn’t appear to be working that way so I assume the boost to splash damage only applies to guns that have splash damage by default? Or is this broken or maybe something else I don’t understand?

It’s a boost TO splash damage. It makes already existing splash damage stronger.
