Will using Phasegrasp+Ties That Bind+Phasezerker mod do it?

No, regular phasegrasp and ties that bind do not activate Samsara.

I am not sure if this was the intention, because ties that bind is affected by or activates other skills and effects related to action skill damage such as do harm and soul sap, but for some reason, not Samsara. All phaseslam and phasecast variants activate Samsara, but Fists over Matter is the only phasegrasp variant that does so too.

There might also be a bug where it doesn’t activate for any of the above mentioned skills unless Amara ‘sees’ the action skill damage being dealt (camera facing towards the opponent(s) getting hit by the skill). I have not tested this myself though so I cannot say for sure

There is a bug. At least for me on PlayStation. It’s silly too and I hope it’s fixed bc I actually want to play Phaseslam (and I do) but it sucks playing an already weaker build and having silly mechanical glitches.
