Spec Help For No Action Skill Build

I want advice on Spec’ing for a Weapons Build that excludes using any Action Skill. Pure shooting only.
My current build as follows.

PhaseSlam (I had to pick something)
Tier-1: Root To Rise 5/5, Personal Space 3/3, Clarity 4/5

Steady Hand(s) 2/3, Fast Hand(s) 4/3, Transcend 1/3

This is what I have. What can I put points into that won’t require using her AS first?

Amara: VHM, Lvl 18 , One X
Just landed in Meridian Metroplex to take care of Katagawa Jr.

Probably not the answer you’re looking for but I built my Moze with the idea of never using her Iron Bear skill. Just don’t spec into anything related to it?

Amara feels more confined to her action skill than some other classes.
