Is there a place where I can see a list of the different class mods (all rarities, not just legendary) and the different skill boosts they can can spawn with? It would be a huge help in knowing whats possible, and what I’m building around.

the borderlands wiki has a fair number of them as well bud.
Generally, you want to check the specific boards for the character in question. I know there’s one for Amara in her forum, and @kitehighland says there’s one for Zane in his forum. There are probably ones for Moze and FL4K in their forums, as well.
