The fabled tortoise with hard weapons to control

So i was thinking;
Would a fabled tortoise help with accuracy with guns like Tobys Bright Spadroon because it slows your movement speed down?

What made me think of this is because everytime i would go in second wind and seem to have this laser in my hand it would be much more accurate.

Opinions on this and/or weapons that might be helped or help?

I mean you could stop running once ur in with that 2cm range spadroon and get more accuracy. I wouldn’t say the tortoise really helps, probably would be a detriment moreover because it’ll take you longer to get in range.
