Can I claim the Maliwan Legendary Dangerous Vault Hero on my second character. Doesnt seem to appear in the mail for other new characters

No I find it offensive that our pre-order bonus is a one time claim for one character and doesn’t say anything of the like. Wtf why can’t I claim my pre-order weapons once per character or infinitly… Feel like the pre order was a scam.

I rarely say anything bad about Gearbox but in this case I agree. The pre-order felt like a total scam.
I didn’t get my pre-order weapon until after I was past level 10(because of the pre-order item retrieval issues when the game dropped) and when I did claim all my pre-order stuff I put it in the bank and it disappeared. Lol so I got to use NONE of it or the VIP stuff.
Also, I didn’t retrieve my weapon skins out of the mail right away (I figured no rush) and it was gone on the second day. Just poof. No buttstallion or golden weapon skins.
I literally got nothing.
And the kicker is this is the only game I have pre-ordered in the past decade because of getting ripped of on this type before but I just love some Borderlands so against my better judgement, I pre-ordered.
Poof, nuthin.
