It’s huge fun but somewhat broken to use Ties That Bind every two seconds. I think this has to do with snapshotting some CDR bonuses when respeccing and switching items in combination with Topped Off guardian perk. Who needs Phasezerker class mod anyway?

Topped off is basically a ~50% CDR decrease. Deliverance with 28 seconds base went from 17 seconds (without shield) to 9 seconds (with shield) for me.
You said a lot of words there. What is snapshotting some cooldown bonuses while respeccing? Is that like a hack?
It’s not a hack. It simply means previously applied bonuses stay intact even after you remove their source. It can be considered a bug.
