Just curious if these are specific to the character that earns/finds them, or if they are account wide. I’ve only started 1 character and have 8 keys sitting in my inbox. I don’t want to cache them all in if they will only be for the character I am currently playing.

They should be account wide so you can redeem them on any character.
What Gulfwulf said. In BL2 they were account wide. I do not see any reason for it to have changed.
I have only used one in BL3, and they are improved over BL2 in that the chest gave 6 items, a mix of weapons, shields, and character augments.
