I am not getting any regen from samsara, can see it going to 5 stacks but just getting the regen from clarity. This a known issue? Not seen it mentioned.

So I just got around to trying this. Samsara does heal. But it seems to be scaled by missing health, not max health, just like Clarity.
Most definitely. If you watch videos of Samsara builds you see that it never refills, say, 25% of max healt per second.
Just compare it to Jacks Legendary Dopplegangers 10% of max hp per sec. You’ll see the difference.
I do think it heals pretty good. Just not as insanely as the wording on the skill implies.
