Where is the best place to farm XP for levels past 61?
The beatdown bar brawl in Pete’s bar. Xp quest reward, plus xps from kills, plus 20 quest reward torgue tokens (depending on the tier) in addition to eridium and dropped torgue tokens from badass enemies killed. Rinse and repeat or I should say successfully complete each brawl quest and keep accepting it.
If you want more, take the long way round to Pete’s bar kill all enemies on the street enroute to the bar, take a right at the intersection, kill all enemies there while making your way to the bar. Then do the bar brawls.

Fastest for XP is indeed Pete’s bar, especially if you can clear it quickly. it also has the added benefit of Torgue tokens as @bruinlad correctly said.
However, to mix it up and not get too bored in there I also recommend the following:
Do round 1 of the Creature Slaughter Dome to farm tubbies (method explained here) or farm Arid Nexus Badlands for good XP (rabid and badass skags, Saturn which can also drop the Invader and the Hive), tubbies (they can spawn in all of the 7 skag spawns which you should clear for XP anyway).

Dust run, tubbies, farm lyuda, maggie or slagga, last hammer blaster. Fast travel to happy valley, more tubbies, infinity, emperor.
Arid badland more tubbies, saturn.
Doc order at wild life, tubbies, LL midgets, round 1 slaughter dome, more tubbies.
Life is simply tubby or chubby you say.
