What is this missile thing?

I saw it in Serenity’s Waste by the Ozless Harbor. I gave it money and it shot out some stuff but I can’t figure out what it did.

If I remember correctly, it simply shoots out a couple of rubber ducks when you pay for it. If you shoot them out of the air, they should drop some money. There doesn’t seem to be much more to it, unfortunately.
