How can you build weapons

Hi, this may be a stupid question for you guys and girls who have played BL2 several times. But for a rookie who love the game, I read about farming… vending… and all that stuff. I look at my stats and compare it with You guys… I start wonder if I have choosen the wrong game, at least i feel kind a stupid and dumb not to understand how to.
So, question: Can you put together weapons of different kind and get a new, better and badder one? If so… HOW?

Thanks, just doing it the old fashion way then… A lot of baddies to kill I guess.
