If you mean the Naught shield it’s one of the one time only loyalty rewards for having the Tales from the Borderlands season pass (Steam version for PC). That is it’s once per account, not once per character or once per playthrough like other stuff is.

ok, thanks. then i need to trade for one at level 70, if thats possible?

you can trade/give the rewards, so it is possible. you can’t, however, trade for the customizations.

I am on the PC and can trade mine to you for a Level 70 Prisamatic Bulwark or the New Legedary Amp shield.
