Why are enemies and chests dropping underleveled gear? For example, I fought Bonehead (level 12) and he only dropped a level 3 Bone Shredder. Sometimes weapons are on par, but I’ve had to use golden keys to get on-leveled gear and I don’t have enough keys to do this over and over again if I’m planning to play all the way through to the max level. (I mean I probably do but I’m playing through with 2 characters).
Under leveled gear(at least when i played last year) can easily last 20+ levels.

It’s how the loot system works. BL1 is less about gear level as it is about character level. Here’s a bit more of an explanation.
