Um so I have been farming the bee and I have got it about five times. Every single time, at level 46. Am I doing something wrong?
What level is your character at and what level are the enemies (Treeants or HH) that you are farming?
Since you say level 46 I’m guessing that you’re playing in TVHM? That being the case they won’t scale with your character in TVHM, but will be locked to the current mission/map level, with a random variance of -2/+1. You’ll need to complete and turn in the main story in TVHM before things level up to 50 (at which point the Bee shields will drop with a level range of 48-50).

We’re guessing here because you’re not providing the info we asked … which would be the game mode you are on (normal, true, or ultimate vault hunter mode) and what is your character’s level?
It’s likely that you are playing on True Vault Hunter Mode (TVHM) in which case Hunter Hellquist will be locked at whatever character level you first ran into him at, in this case 46. However, it’s also possible that you are playing on Ultimate Vault Hunter Mode (UVHM) at character level 46, 47, or 48 because gear can drop up to two levels below the level you are currently at in that mode. Again, the first sentence is more likely. Therefore, you should take your L46 Bee and use it to finish the main story and then switch to Ultimate Vault Hunter mode where enemies scale to your level. True Vault Hunter Mode stops at L50 anyway and an L46 Bee is perfectly fine for L50.
If you are now thinking, “that sucks, I don’t want to have to take all the time to get to HH again”, you can get the Bee faster if you have the Tiny Tina DLC. When you reach L50, if you haven’t done the Tiny Tina DLC on TVHM, you can go get it from the third level from Treeants and it doesn’t take very long to get there.
Once you are in UVHM, you can do the Tiny Tina DLC to the third level and then, whenever you want a new Bee, you can fast travel there and farm treeants till an on-level one drops. If you don’t have the Tiny Tina DLC, then you’ll have to do UVHM story until you get back to Arid Nexus and can farm HH again.
