I am no expert, but I’ll give you my two cents…
- I’ve never found Phase Strike to be effective in play through 2.5
I would move those points to Diva - Striking and Dramatic Entrance accomplish the same thing. I would move points from Striking and max out Dramatic Entrance.
- Intuition doesn’t need to be maxed out. 3/5 should be good enough which would allow you to move points to Hit&Run which extends your Phasewalk duration. That is the focus here in reading your title of this thread.
Any extra points I would throw into Girl Power. 3/5 girl power is suffice, imo.
What sort of playstyle are you going for here? Are you running Phasewalk defensively or offensively? What guns are you using, or just going for anything?
I don’t really know what to recommend with the information that you’re trying to stay in PW as long as possible.
First off: I’m using a mercenary build Lilith, so I’ve got a Torgue anarchy with 175 Dmg and an RoF of 9.7, A Hyperion non-elemental bitch that deals 190 Dmg with an RoF of 8.8, I’ve got a Maliwan Hell fire with an RoF of 12.5, and a Jakobs XX-masher that deals 350 Dmg per pellet with an RoF of 1.3, as well as a level 53 quick panacea shield, Second off: I pretty much use PH for defensive purposes exclusively, I have a level 68 Catalyst com with 4+ in Phoenix and a cooldown reduction of 28%, I really just wanna know if it would even be possible to “eternally phasewalk” with this build.
Theoretically it’s possible to have Phasewalk ready to use by the time you exit it via Blackout, you’d just have to kill a lot of guys while you’re still in Phasewalk, I think it’d have to be 6 with Blackout maxxed. If you tagged a bunch of guys with fire DoT using your Hellfire, jumped into Phasewalk, and then watched them turn to cinders while they couldn’t find you… yeah, you should be able to Phasewalk as soon as the current one ended. Just good luck getting that to happen once, let alone chain that.

Differences are:
The skills I have with 1 point in them are all recommended but I left them up to your choice. The rest I filled in seemed to best fit a defensive Phasewalk build as you described it.
I’d take Diva over Striking. Diva synergizes with Girl Power, and between Dramatic Entrance and Mind Games you’ll have plenty of dazed enemies running around anyway.
Over in the Assassin tree, I’d move the points from Phase Strike into the other skills in that tree. I don’t quite feel right saying that, as I’ve never fully invested into a melee Lilith and it would have some serious synergy with Dramatic Entrance, but melee in general in this game leaves a lot to be desired high-level. I like a lot of the Assassin tree, it’s pretty boring mechanically, but it works at killing things quickly. Not many skills I don’t want from that tree.
Now I like the middle tree, Phoenix and Intuition are fun and excellent skills, but I’d consider pulling those points into Assassin. But I’m no fun and those skills are fine where they are, at this point I’m nitpicking skills I’d regularly spec into myself.
