Claptrap has a tier one skill called Drop the Hammer that makes your accuracy 10% (or more with mods) worse in exchange for fire rate and reload speed.
It literally does next to nothing

I used a striker, by the by.

There is a very slight reduction in accuracy, but the effect does seems extremely minimal. Maybe it has more of an effect on less accurate weapons, such as regular Jakobs shotguns.
Any Gaige player will tell you accuracy barely matters. I like Gearbox for not making -10% accuracy the death of the weapon unlike other games.
While Gaige is my least favourite BL2 vault hunter (I don’t enjoy playing as her at all), 150 stacks of Anarchy didn’t affect me that much. The accuracy loss was noticeable at longer ranges (i.e.: sniper range), but I tended to use shotguns, pistols and some SMG’s at closer ranges, so the accuracy loss wasn’t as problematic.
Depends on the gun.
The striker has great accuracy, so it’s not affected too much by a loss of accuracy (just like it would not be affected much by a boost)
Try the same thing with a Quad, the difference will be much more noticeable (not enough to make the skill bad mind you, but enough that it matters)
