Does a characters mode affect drop rate ?

If you’re talking about designated drops (ie specific legendaries obtained from a specific boss or raid boss) then no, mode doesn’t matter. If you’re talking about general loot, then effectively yes. Also note that certain class mods and pearlescent items only drop in UVHM above level 61, and seraph crystals are only dropped by the DLC bosses in UVHM.
