I thought that the triton flats leveled up with you?
I’m a level forty yet these are level 27 and 25

Certain camps do level up, but not all of them. Is that the guy who hangs out in the dumpster behind Lune Stalker’s garage? If so, he’s one of the ones who doesn’t.
I know the Darksiders level, as do the ones up top where you find Deirdre hiding from Myron. And the ones between Darksiders and the station also level up.

Umm nothing in the triton flats was leveling up, not shuggraths or moon buggies, nothing leveled up to me

They’ll level up to the level of the story mission. So if your story mission is level 28 or so (which I think Beginning of the End is), then that’s the max they’ll level up in NVHM.

Did you go fight the Darksiders? Like I said, only certain Scav camps level up in Triton Flats. The rest stays pretty flat as someone else mentioned.
