First, do they only spawn while playing online? Second, why are tubbit’s not dropping the class mods in their pool. I’m in UVHM.
First, no - on-line or off-line does not make any difference to enemy drop rates (absent a hotfix, but I’m pretty sure that isn’t currently the case.)
Second, their pool includes a number of items in addition to class mods (such as relics, legendary and pearlescenet weapons), so you can get runs without seeing a single class mod. I’ll also add that specific pearls and class mods were added in the second round of UVHM, so will only drop if you’re in the 62-72 level range. You can check the details on the relevant Borderlands wiki pages.
You need to complete UVHM and be at least level 61 for them and the pearls to start dropping. You must also have the second upgrade pack also, of course. Before that, they’ll only drop random loot, the cracked sash, WTF and Bunny.

Nice, nothing worse than finding a tubby…and then getting a cracked sash, WTF or a Bunny… The Bunny is fun at lower levels, but only @Adabiviak would use it at UVHM probably, or maybe for one of those funky Teidore throw builds, The WTF…yeah…umm…no thanks
I’ve found a lot of legendary class mods from the loot train in the Marcus DLC, plus the Snowman is very easy to kill. BUt, I didn’t know that one has to ‘finish UVHM’ for Tubbies to drop better loot? Meaning, kill Terramorphous? I just thought one had to be in UVHM?
You are correct- you need only be in UVHM at at least level 61 for the second generation class mods to start dropping from tubbies (they may show up as random world drops as well at level 61+…).
I’ve heard conflicting things on your last point. To clarify to the previous posters, The loot train can drop the top(L1) skill row leg class mods that you can get throughout the game (Leg Siren, Soldier, Hunter, Mechro, Psycho, Beserker). Terra has his mods of course. The other class mods I’ve heard some say can only come from L61+ Tubbies whereas some say they can be world drops too ( I swear I got a Leg Killer from a mid 60’s LLM once, but memory could be off). I got nearly all mine through trading so don’t have a lot of experience in this area.
I only started hunting those mods after I had completed 1 UVHM playthrough with everyone, so yeah, that was probably a mistake on my part.
I’m quite certain the gen 2 class mods drop from Tubbies only. The original legendary mods can occur as world drops though.
To clear some things up:
The Legendary COMs from Tubbies can be found as early as 61, possibly even 60 so long as both Upgrade Packs have been installed but that is unconfirmed however. I have found them on 61 myself but they CANNOT be lower than 62. Enemies can drop gear up to 2 levels higher or lower than the area level which is yours in UVHM of course. So if the Tubby drops 62 stuff, they are qualified to drop those COMs.
It could theoretically be possible for them to drop while you’re on 60 considering they can drop 62 stuff at best. I may test this if people are interested.
So anyway, the best level to start hunting these Legendary COMs is 64 because they now always meet the minimum level requirement. They outweigh the other stuff so you will see them most of the time on average but of course there are bad moments.
Also, yes, only Tubbies drop them. The only Legendary COMs that can be found as world drops are the classic non-Terra ones.
