It just came to me that Marcus is missing, but his machine’s are on the moon. Dr. Zed is missing also, he has been replaced by Nurse Nina - including his machines. But Moxxie is there instead of Pandora, where I presume the others are at this time. And why are they expanding Moxxie’s role in the story, a character that has always been an NPC? Personally I would have rather they made one of the controllable characters responsible for what Moxxie did… Unless Moxxie is going to be a controllable character in BL3(???).

I assume Moxxi was there because of what she did, aside from possibly expanding her business it seems she had been planning to take Jack down for some time and used Elpis as her base of operations. TPS gave Moxxi a crucial role in the story, and I think it’s because of that role that she was on Elpis, Marcus and Dr. Zed either had nothing to do with it or wanted nothing to do with it. That’s my theory, anyway.
Well that is a plausible explanation (theory), though it begs my question - which is why give Moxxie that role in the first place. It is what it is, but that could have been someone else - perhaps even someone new. The way Moxxie is characterized, she doesn’t come off as that intelligent - more like the female version of Mr. Torque - only estrogen instead of testosterone. It’s my opinion, but shoving her in that role feels awkward and forced.
The one caveat, though is when you “catch” her being her real self (remember, no accent, street clothes, welding - and even said she had a kid)… So Moxxie isn’t the vixen she plays as, perhaps. I wonder if that means they are going to transform Moxxie out of that harlot personification, and say it was all an act (they already said that but will she be “coming out” as a more conservative person?).
It might depend on who wins the Presidency before they decide which way Moxxie will go… lol
For Dr. Zed, there was a BL2 mission about collecting ECHO logs. When Roland invited him to Sanctuary, he explicitly said he didn’t want to move out of Fyrestone, until Hyperion (I think?) attacked the town. So in TPS timeline, he’s still at Fyrestone.

Moxxi is on the moon because when she ditched Jack, he became insanely jealous - to the point of burning down the original Underdome (BL1). She probably figured she’d be out of reach on Elpis since Hyperion had no presence there; little did she know how events would unfold!
And yes, she is extremely smart - she saw through Jack long before anyone else did, she’s a tech wizard, and she knows what sells.
Even in bl2 we kinda saw she was a very important character that kinda had her reach all over the place. I don’t know how she could come off as dumb, she is well spoken, composed, runs her own businesses, I’ve always seen her as a very intelligent character. Being sexy doesn’t mean stupid, one can be both.

This seems to stem from a widely distributed prejudice that links sexual desire with a lack of control (and by extension, a lack of judgement and intellect).
I can’t remember a single line of dialogue or moment in either games that I have played where Moxxi comes off as unintelligent.
Even her sexual innuendo is sometimes clever and always delivered with perfect use of language.
In fact, even before she was revealed as a tech genius in TPS, I was already clear from dialog and demeanor that she was more than just a nice pair of … Winning smiles.
