COM level stuck at 55

I’ve been doing quite a few armory runs and have several maxed out versions of class mods, and all the purple coms I have found are level 55 (Mordecai). Is there a reason they appear to cap out at 55? I might understand 50, the original max level of the game, but 55 just seems random. Does anyone know?

I’m not sure, but I always believed that it is done to cap the stats.
