So yeah. I don’t know why, but the odds on all gear I want to build with the grinder seem to be really low compared to all the other Legendaries.
I try to get a Sham. Well. I do grind with read-only saves. I grind with 6 grinds per reload.
I got tons of WTFs, Cradles, Kalas, Neogenators. And rarely a Sham.
is it just my luck, or are the odds of getting a Sham actually much smaller than any other shield?
The same goes for Badaboom, Flakker and Storm Front. Grind for them since days. Get tons of CCs, Strikers, Nukems, Mongols and any grenade mod besides Storm Fronts.

Just RNG. I used to get lots of Flakkers, threw a lot of them off the map lol. Took me a long time to get perfect variants of what I was after.
The best thing to do is host a game with three other players, make sure they all have max moonstones of course, have them all use their moonstones on the grinder then throw out whatever they get, dashboard out then join and repeat. I did this for a long time. Make sure your lobby is private so nobody can randomly join and force an auto-save. Much quicker than doing it solo.
