Yep I got one last night from the grinder! 
Finally, only took 6 months to get the celestial for the one of the starting 4 characters haha.

One appeared for me in a vendor. My wife immediately regretted telling me, as a) I did not know this was fixed and b) I was complaining forever for this. the hooting and hollering apparently hurt her ears lol.
