How does tripleclocked work? Is there a way to “activate it” or is it always “on”?
Also if it is always on, do the bonuses get higher and higher as your stacks decrease?

It is always on, and the bonuses do get higher the lower your stacks, with the exception of one of the subrotuines (I think) that just gets the triple bonus regardless.
Yeah, the health/shield subroutines always get triple bonuses and penalties.
