The address bar appears to be stuck at FORUM RULES... Please read! Even when I view pages it is still the same address. I read the rules twice, just in case that was the issue.
Are you using the mobile version of the site and came to the rules page through an external link? If so, I experience the same issue on my phone so you cannot bookmark certain pages or use the forward/back keys. No issues the non mobile version of the forums as the address bar changes.
