I have been farming for level 70 legendaries and for some reason level 69s keep dropping along with an occasional 70. I never noticed this during the playthroughs as level appropriate legendaries would always drop from bosses. Was this always the case?
Yep. Just BL2 UVHM , you can still get legendaries up to 2 levels below your current level.
